Deceptive Mailings Prevention Act of 1987 - Designates as nonmailable matter any private solicitation which is offered in terms expressing or implying that the offeror of the solicitation is, or is affiliated with, one of the following agencies: the Social Security Administration, the Health Care Financing Administration, the Office of Family Assistance of the Department of Health and Human Services, the Veterans Administration, the Office of Personnel Management, the Federal Retirement Thrift Board, or the Thrift Investment Management System, or any program carried out by such entities. Allows the mailing of such matter if it contains a conspicuous disclaimer that it is not affiliated with the Federal Government and that it is a private solicitation.

Establishes penalties for violations of this Act.
