Directs the American Battle Monuments Commission to restore, operate, and maintain the Pacific War Memorial and other historical and memorial sites on Corregidor in the Republic of the Philippines. Specifies that the Commission may do so only after an agreement has been entered into between the United States and the Republic of the Philippines.

Requires the Commission to carry out the purposes of this Act with private funds, except to the extent funds were appropriated pursuant to authorizations under this Act. Authorizes the Commission to solicit private contributions. Establishes a fund in the Treasury for the deposit of such contributions. Authorizes appropriations.
