Veterans' Employment and Education Amendments of 1987 - Amends the Veterans' Job Training Act to extend the time periods for initial application and commencement of training for eligible veterans under such Act.

Extends: (1) the authorization of appropriations under such Act through FY 1990; and (2) the availability of amounts appropriated under such Act through FY 1992.

Directs the Administrator of Veterans Affairs and the Secretary of Labor to conduct a study of the implementation of the Veterans' Job Training Act and to report to the Congress, within 90 days after the enactment of this Act, on the findings and conclusions of such study.

Directs the Administrator to conduct a study concerning veterans unemployed because of plant closures and to report to the Congress, within 180 days after the enactment of this Act, on the findings and conclusions of such study.

Directs the Administrator, after consultation with the Secretary, to provide a program of employability training and counseling services to assist veterans in finding, applying for, and successfully participating in job training programs under this Act. Directs the Administrator to advise eligible veterans of the availability of such services and to encourage their participation in them. Earmarks a specified amount of appropriated funds for such counseling services.

Revises provisions concerning the payment by the Administrator to State and local agencies for the reimbursement of salary and travel expenses incurred in determining the qualifications of educational institutions to provide suitable courses to veterans. Requires the Administrator, beginning in FY 1988, to make such payments out of amounts available for payment of readjustment benefits. Requires each State or local agency with which a contract is entered into for the provision of such services to report to the Administrator, on a monthly or quarterly basis, certifying the reasonable and necessary expenses incurred in carrying out such contract. Directs the Administrator to report to the Congress on a quarterly basis, summarizing: (1) the amounts certified by such State and local agencies to the Administrator; and (2) the amount of payments made by the Administrator with respect to such certifications. Limits the total amount available for such contracts for any fiscal year.

Amends the Veterans' Benefits Improvement and Health-Care Authorization Act of 1986 to include on the Commission on Veterans' Education Policy the Assistant Secretary of Defense for Force Management and Personnel.
