Urges the President to use diplomatic means to protect the security of the member states of the Southern Africa Development Coordination Conference (SADCC). Urges South Africa to respect the territorial integrity of these states and to refrain from military aggression across its borders.

Earmarks a specified amount of the funds authorized for the Economic Support Fund for FY 1988 through 1992 to assist SADCC economic development projects.
